The Rogers permit rule is clear, and we follow it to the letter
Rogers publishes one of the most specific window handouts in the metro. The city's 2025 Window Replacement handout says a permit is required "for installation of windows (Full frame and Inserts) and the total replacement of exteriors doors." The application has to list the make, model and fenestration U-factor of each style of window installed, with a maximum U-factor of 0.32. If an opening is being enlarged or a new opening cut, that becomes a full building permit instead of a window permit.
Rogers also requires proof of how the window went in. Every installation needs either a mid-inspection or a set of photos uploaded through the city's CitizenServe system showing the pan flashing, the insulation around the frame, the exterior flashing and sealing, and one photo of each exterior wall. Then a final inspection has to happen within ten days of completion.

The Rogers photo requirement also works in your favor. Pan flashing, insulation around the frame and exterior sealing are the parts of an installation you will never see once the trim goes on, and the city's rule means there is a record that they were done right on your house.
A 1990s-to-2020s city with 20-year-old windows
Rogers grew from 3,588 people in 2000 to 13,295 in 2020, and when Hassan Township was fully annexed on January 1, 2012, the city took in a ring of rural acreage parcels as well. The result is the newest housing stock of any city we serve. The median home was built in 2004. Of the city's 4,853 housing units, about 28 percent are from the 1990s, 27 percent from the 2000s, 26 percent from the 2010s and 8 percent from 2020 or later. Everything built before 1980 adds up to just 7.2 percent. Nearly 85 percent of homes are owner-occupied.
New does not mean maintenance-free. Windows in the 1990s and early-2000s homes are now 20 to 30 years old, which is the end of the road for most builder-grade vinyl. The pattern is consistent across the subdivisions along I-94 and MN-101.
- Fog, haze or moisture between the panes: the insulated glass seal has failed and the window has lost its insulating value.
- Sashes that will not stay up, or slam down: the spring balances inside the frame have worn out or broken.
- Sashes that are hard to slide, latches that no longer line up, and drafts around the meeting rail.
- Sun-faded or chalky exterior vinyl on the south and west elevations.
The 2010s and newer homes are generally fine for now, though we do get calls about individual failed units, which we can address one at a time.
Why inserts work so well in Rogers
Full-frame replacement removes the whole window, frame and all, and rebuilds the opening. Insert replacement keeps the existing frame and fits a new window inside it. In older cities with rotted wood frames, full-frame is often the only sound choice. Rogers is different. The frames in a 2000s vinyl window are typically still square, dry and structurally fine; it is the sashes, balances and glass that have failed. That makes Rogers one of the best cities in the metro for insert replacement, and the Rogers handout specifically covers inserts under its window permit.

From the Rogers High School neighborhoods to the old Hassan acreage
Rogers sits in the far northwest corner of Hennepin County, where I-94 passes through town and MN-101 heads north. Families here are in the Elk River Area School District, with Rogers High School, Rogers Middle School, Hassan Elementary and Rogers Elementary STEM Magnet all in the city. The former Hassan Township parcels bring a different kind of house: larger lots, longer driveways, and sometimes an older home that predates the subdivisions around it.
